WWF Zambia seeks to hire a Knowledge Creation and Capacity Development Consultant for the project: Transboundary Governance of the Kwando River Basin: Protecting the heart of Southern Africa.
WWF Zambia seeks to recruit a consultant to carry out a number of assessments in the Kwando River Basin in the Upper Zambezi Basin and use this information to support the participatory development of a Kwando State of the Basin report, in addition to building the capacity of riparian country stakeholders (Zambia, Namibia, Botswana and Angola) for transboundary water governance. This consultancy will be carried out within the broader scope of the project: Transboundary Governance of the Kwando River Basin: Protecting the heart of Southern Africa, which is a partnership between the World Wide Fund for Nature (WWF), the Okavango Zambezi Transfrontier Conservation Area (KAZA) Secretariat and the Zambezi Watercourse Commission (ZAMCOM) Secretariat. This is a 3 year project (2018 to 2021) which seeks to create a platform for dialogue for transboundary water management for the Kwando basin and also use this platform to build the capacity of stakeholders in transboundary water governance.
  • To provide the social, political, economic and environmental information which will inform stakeholder deliberations, and enable the development of a Kwando State of the Basin report with recommendations for policy action on transboundary natural resource management.
  • To provide a better understanding of how conservation, community-based livelihood development, and innovative finance approaches can be structured to benefit the basin and downstream ecosystems.
  • To engage key stakeholders to ensure the study is relevant, has stakeholder buy-in and is contributing to creating awareness on the social and ecosystem values of the Kwando Basin
  • To build the capacity of key stakeholders on transboundary governance of natural resources.
  • Assessments:
  • Basin stakeholder mapping
  • Political and socioeconomic analysis
  • Spatio-temporal aspects of basin ecosystem and conservancy issues
  • Water resources assessment including current and planned developments -
  • Undertake a water resources assessment including levels of water use and planned developments
    • Facilitate the development of a Kwando State of the Basin Report
    • Facilitate the development of Policy Brief for Kwando Basin Management
    • Capacity development: develop and deliver a targeted context-focused training on:
  • Transboundary water governance and International Water Law (SADC Protocol on Shared Watercourses)
  • Integrated planning and management approaches and tools: Approaches include IWRM, WEF nexus, etc. and frameworks/tools include Basin Health Report Cards.
  • Resources mobilization and cooperative partnerships for natural resource management: including traditional financing, bankable projects, blended financing.
    • Participation in and technical contributions to four transboundary stakeholder workshops.
