Short Term Consultancy: Environmental Project Brief

WWF Zambia and World Rowing intend to develop an extraordinary multi-purpose facility on the Kafue river for world-class water management research and the sport of rowing: The Kafue River & Rowing Centre.
Simultaneously, recognizing that the implementation of such a project and the achievement of its objectives will also depend on environmental and climate-related risks, constraints and opportunities, it has been decided to engage a consultant to undertake an environmental impact assessment specifically an Environmental Project Brief of the proposed project.
 
This is also in line with the regulations under the Environment Management Act No. 12 0f 2011 and the Environmental Impact Assessment (EIA) Regulations, Statutory Instrument No. 28 of 1997, which makes it mandatory to obtain environmental clearance for projects such as the construction of the Kafue River & Rowing Centre from the Zambia Environmental Management Agency (ZEMA). 
 
The project is described as follows:

The Kafue River and Rowing Centre will be a pioneering facility, which enables training and competition in the sport of rowing to be combined with freshwater conservation research and education under one roof. The two disciplines are united by the need to ensure the sustainable use of rivers and lakes, exemplified by the location of the Centre on the banks of the Kafue River. The Centre will be used daily by local communities, school children, university students, rowing club members, researchers, conservationists, business; government stakeholders and international visitors.
 
The Centre will be a simple but inspiring building that reflects the ethos and enhances the reputations of WWF and the sport of rowing. It will also be a lightweight, low impact, low cost structure, sensitive to its natural surroundings and local architectural vernacular. It will utilize sustainable materials and reflect local building vernacular wherever possible.
 
The overall objective of this task is to conduct an Environmental Impact Assessment, specifically an Environmental Project Brief for the Kafue River & Rowing Centre.  
The Environmental Project Brief should provide the Zambia Environmental Management Agency (ZEMA) with sufficient information to justify, on environmental grounds, the acceptance of the project for implementation. It should also provide the basis for guiding subsequent actions, which will ensure that the project is carried out taking into account the environmental issues.
